How to Develop an EAPS

Some of the important steps when developing an EAPS are to:

  • Read key NSW Government policy documents on multicultural policy and directions;
  • Consult the above-mentioned Resource Handbook;
  • Ask to examine the EAPS of an agency with a similar mission;
  • Consult your corporate and business plans to identify how the Principles of Multiculturalism are currently being implemented;
  • With the help of the EAPS Standards Framework, identify the core areas for your agency, as they relate to cultural diversity;
  • Integrate EAPS into the corporate planning cycle;
  • Identify EAPS strategies against resources, time-frames, managerial accountabilities and well-defined performance indicators;
  • Regularly monitor and report on EAPS implementation to senior management;
  • Use the EAPS Standards Framework to assess agency performance and progress (please note that all key agencies must report to the CRC on their performance, as assessed against the Standards Framework).
  • Summarise EAPS progress in the past year, and identify key strategies for the following year(s), for inclusion in the agency's Annual Report (as required by the Annual Reports Act).
  • Send a copy of the agency Annual Report to the Community Relations Commission.
