Standards Framework

The EAPS Standards Framework is a powerful management performance and monitoring tool, which helps NSW government agencies to integrate and assess their EAPS activity in five key organisational areas:

  • planning and evaluation;
  • program and service delivery;
  • staffing;
  • communication; and
  • funded services.

The Standards Framework is a tool for any agency when developing and implementing their EAPS.

New or smaller agencies, which are developing their first EAPS, can use the Framework to identify target areas within their organisations.

On the other hand, agencies that already have an EAPS can use the Standards Framework to identify:

  • areas for improvement in each of the five activity areas;
  • levels, or grades, of organisational performance;
  • relevant outcomes that can be applied to each level of performance.

The Framework was first implemented in 1998, and has since been adopted as a model for measuring performance in other portfolio areas, by other agencies.

It has also allowed the Commission to monitor and assess the EAPS progress of 20 large public sector agencies over the past four years. The Framework is therefore able to benchmark performance of agencies, against set parameters, and over a period of time.

Many agencies have shown consistent progress in integrating EAPS within their organisations. The CRC monitors government progress, and reports on it within the annual Community Relations Report.
